Single cells satisfy the privacy need better than dorms. A dorm of 12 squares holds 3 prisoners in the same space as 2 single cells. I find that a prisoner needs 4 squares in a dorm. Guards will automatically swap prisoner room assignments from time to time, to try to match everyone to the right cell. Obviously a dorm can hold more prisoners then a single cell.
